Nusura is now accepting applications for a full-time, salaried staff placement with US Army Installation Management Command at Fort Sam Houston in San Antonio, Texas. Nusura will be making a conditional hire contingent on Nusura receiving a task order for the project. The Position is expected to begin in 1 August, 2017. This position requires a current DOD security clearance of Secret or above.

About the Program:

The Military Installation Exercise Program is an installation-centric exercise program for the US Army Installation Management Command in San Antonio, TX. The program is characterized by centralized planning/management and decentralized execution, enabled by a suite of the latest and most cost effective Defense Support to Civil Authorities (DSCA) Modeling and Simulation (M&S) capabilities, and focused on all of the functional areas within an EOC and selective P2MR2 capabilities which are in support of installation commanders and their support staffs.

About the Position:

This position supports the training, design, planning, execution and after-action-review of exercises. The Lead Media Emulation Specialist reports to the prime contractor’s Program Manager and is responsible for integrating Nusura’s media emulation software, SimulationDeck, into all aspects of the Military Installation Exercise Program. Nusura’s Media Emulation Specialist reports to the Lead Media Emulation Specialist. Key roles and responsibilities include:

  • Supporting the Program Manager in coordination of the Military Installation Exercise Program modeling and simulations support requirements, ensuring contract requirements are addressed and that deliverables meet or exceed expectations
  • Supporting the coordination, planning, development and delivery of exercise and training programs according to the standards of the DoD Joint Training System (JTS) and the DHS Homeland Security Exercise Evaluation Program (HSEEP)
  • Supporting the development of simulation scenarios for all types of exercises (e.g., workshops, seminars, tabletops, functional/CPX, full scale/FTX) across all mission areas (planning, prevention, protection, mitigation, response, and recovery)
  • Supporting the development of exercise products including exercise scenarios, ground truth statements, MSEL’s, EEGs, SITMANs, ExPLANs, CE/OCT Manuals, read-ahead materials, and all other required exercise planning/conduct documentation
  • Participating in exercise and event planning meetings for supported training and exercise events
  • Providing subject matter expertise on the use of information environment modeling, emulation and simulation technology to enhance training and exercise realism
  • Serving as the preeminent SimulationDeck subject matter expert during all phases of exercise design, execution, and after action reporting and improvement planning
  • Promoting awareness among US Army Installation Management Command personnel, program staff and other stakeholders about SimulationDeck capabilities and functionalities
  • Providing SimulationDeck orientation and training for all program staff, US Army Installation Management Command personnel and other stakeholders
  • Ensuring technical program performance and project deliverables related to media emulation and SimulationDeck integration are completed from inception through completion
  • Configuring US Army’s Installation Management Command SimulationDeck instance(s) as required for each exercise
  • Developing synthetic internet content including social media posts and mock news stories distribution on SimulationDeck
  • Coordinating with Nusura’s Creative Services for the production of multimedia exercise content for distribution on SimulationDeck
  • Participating in exercises, including providing technical support, just-in-time training and on-demand support for exercise controllers and simulators to advance exercise objectives through SimulationDeck
  • Planning for, requesting and guiding the integration of remotely-located surge staff to support exercise development and conduct for program exercises
  • Providing guidance, management, support and coaching for Nusura’s full-time Media Emulation Specialist also placed at US Army Installation Management Command in San Antonio, TX
  • Providing regular status updates to the Program Manager on all activities and progress
  • Maintaining relevant job knowledge by participating in educational opportunities, reading professional publications, maintains personal networks, and participates in professional organizations

General Requirements:

  • Security Clearance: Lead Media Emulation Specialist must be a US citizen with a current DOD security clearance to at least the level of Secret
  • Placement: Lead Media Emulation Specialist will work from Fort Sam Houston in San Antonio, Texas
  • Ability to Travel: Lead Media Emulation Specialist will be required to travel (up to 25%) to exercise sites across the country with occasional visits to Nusura’s Denver headquarters for planning and team meetings, trainings and other events

Skills/Knowledge Requirements:

  • Prior Military service with basic level knowledge of Military Operations and Training at the installation level, and ability to train and evaluate individuals
  • Experience designing/supporting military exercises, including drafting exercise plans, writing injects for Master Scenario Events Lists, leading simulation cells (SimCells), etc.
  • Experience in media relations/public affairs/emergency, crisis and risk communications
  • Strong working knowledge of social media emergency management (SMEM) and traditional media, including the production process for multimedia news broadcasts
  • Understanding of the National Response Framework and National Incident Management System concepts and principles, JELC and HSEEP
  • Familiarity with the concepts of modeling and simulation to enhance training and exercise realism
  • Ability to coordinate large, complex projects and supporting staff
  • Ability to efficiently manage time and workload, including planning, prioritizing, organizing and following-through on a variety of tasks, assignments, project and reports
  • Exceptional communication and interpersonal skills
  • Outstanding technical, formal and informal writing proficiency
  • Technological aptitude (i.e. willingness and ability to quickly learn and utilize software programs)
  • DHS FEMA Independent Study Courses: IS-75, IS-100.b, IS-200.b, IS-700.a, IS-800.b, IS-120.a, IS-130, IS-201, IS-230.d, IS-405, IS-701.a, IS-702.a, IS-703.a, ICS-300 (These courses must be completed within specified time-frame upon hire, dependent upon the contract schedule, generally within 120 days)
